Brisco Road, Carlisle — Affordable Neighbourhood (Outline Planning Application)

Ashwood Design Associates are working with Atkinson Building Contractors Ltd, assisted by PFK Planning & Development, on an outline planning application for a new affordable neighbourhood at Brisco Road, Carlisle.

The proposal responds to the urgent need for more homes that people can genuinely afford. The UK continues to face a long-term shortage of housing, with millions unable to access secure, affordable accommodation and annual national targets calling for around 300,000 new homes each year.

The landscape-led masterplan introduces a mix of family homes and apartments, shaped by existing hedgerows, mature trees and biodiversity opportunities. The neighbourhood is connected by new pedestrian and cycle links into Carlisle, supporting active travel and future sustainable growth.

Given the site’s proximity to the Brisco Conservation Area, heritage and local character have been central to the design strategy. The approach ensures that any new development responds sensitively to its context, reinforcing the rural edge and wider setting.
